10 Strategic Directions of NADA Maintained, 8 New Ways Forward for 2024

KAJANG, January 2, 2024 – The National Anti-Drug Agency (AADK) has decided to maintain its 10 strategic directions with the addition of eight new ways forward for this year.

NADA Director General, Tuan Sutekno Ahmad Belon, stated that this decision aligns with the NADA’s 2021-2025 strategic plan while continuing efforts to enhance specific roles and functionalities in line with NADA’s position as the leading agency in drug rehabilitation.

Here are the 10 strategic directions of NADA for the year 2024:

i) Strengthening organizational management and personnel integrity to assure the public that NADA remains intact, transparent, and fair in fulfilling duties, yet remains courteous and customer-friendly in providing services to clients and the Malaysian community;

ii) Expanding the coverage of prevention programs based on the NADA i-Cegah model through a drug prevention approach starting at home. Prevention is Better!;

iii) Developing a profiling system encompassing data on drug addicts, while also estimating the number of drug addicts in Malaysia to enhance active detection of OYDS substance abuse and drug addiction in each area through the implementation of the NADA i-Prihatin model;

iv) Strengthening RPDI and RPDK programmes based on the NADA i-Pulih model through evidence-based Biopsychosocial Spiritual Programmes;

v) Expanding service access through the mobile treatment and recovery services of NADA MRT to regularly and structurally treat clients outside of NADA premises and facilities;

vi) Strengthening Recovery Capital through the Maintenance Support Recovery Programme using the Family Recovery Support Group (KSKK) model;

vii) Enhancing the capacity and capability of NADA personnel by providing recognition as experts in counseling through the NADA Practice Certification;

viii) Encouraging scientific research as one of the pillars to improve skills and expertise in NADA’s core areas;

ix) Strengthening collaboration networks with authorities and international bodies related to drug control while actively participating internationally to protect Malaysia’s interests; and

x) Practicing a clean, tidy, safe, and healthy work environment to provide enjoyment to NADA personnel for work.

Among the eight new ways forward are as follows:

i) Disseminating prevention programmes and post-continuum care programmes, including through the Alternative Service Delivery (ASD) of the Public Service Department (JPA) and exploring opportunities to use (paid) volunteers in implementing ASD.

ii) Industrializing Private Drug Rehabilitation Centers (PPDP);

iii) Reducing nationwide large-scale programmes and channeling relevant allocations to the district level;

iv) Mental preparation for the implementation of amendments to the Drug and Substance Abuse (Treatment and Rehabilitation) Act 1983;

v) Establishing a Teaching PUSPEN at PUSPEN Benta;

vi) Developing vast and abandoned NADA-owned lands for cocoa and banana plantation projects;

vii) Applying for the construction project of NADA offices and facilities in Rolling Plan 5, 2024, on NADA-owned lands; and

viii) Reviewing changes in working methods for the long term to ensure NADA remains a leading agency in combating drugs.
