NADA Certification Programme (PPA)

The National Anti-Drugs Agency (NADA) Training Centre has provided certification training in three core areas of NADA: Prevention Division, Treatment, Medication and Rehabilitation Division, as well as Enforcement and Security Division. The certification training offered includes Certified Prevention Education (CPE) or Certificate of Preventive Education Practice to improve officers’ prevention expertise, Certified Psychoeducation Practitioner (CPP) or Certificate of Treatment & Rehabilitation Practice to improve officers’ treatment and rehabilitation expertise, as well as Certified Enforcement Practitioner (CEP) or Certificate of Enforcement Practice to improve officers’ enforcement expertise.

This certification training involves Agency Officers, General Officers (Pegawai Gunasama) and Cadre Officers. Agency Officers include Anti-Drug Officers, Anti-Drug Assistant Officers and Anti-Drug Assistants covering all service grades from S19 to S52. Next, General Officers comprise managerial, administrative, and support service personnels who work in fields such as information technology, clerical and secretarial work, drivers, and administrative and diplomatic officers. Cadre officers are officers loaned from various Ministries/Agencies to fill functions in NADA such as Islamic Affairs Officers (PHEI), Security Guards, Police and Medical Officers/Assistant.

The implementation of this Certification Program covers a total of 5,974 NADA Officers, including 3,885 (PAD, PPAD and PbAD) officers, 1,570 Cadre Officers and 831 General Officers for a period of 5 years according to their respective core areas of service and support (basic). A total of 60 people will be involved in each cohort of this certification from June 2021 through June 2025.

There are four levels in this NADA certification programme, numbered from level 1 to level 4.. Each participant who follows this course will be given a course evaluation, which is PASS or FAIL. Only participants who pass level 1 will be offered training for the next level. However, participants who fail will be given the opportunity to retake the relevant exam. The passing mark for each level of the NADA Certification Programme is 80%.

Levels 1 through 3 of the NADA Certification Programme are available to all Agency Officers, Cadre Officers, and General Officers; however, level 4 is only available to Agency Officers who are qualified and satisfy the specific requirements.

The implementation of the first phase of the NADA Certification Programme has already begun in June 2021, with a total of 64 training series involving a total of 1,020 participants.
